While sitting at a cafe in Pylos (in Greece), I noticed that the flow of traffic was all about attitude rather than rules.
What could've been chaos, just worked.
Something it's tempting to add and enforce rules to improve the flow of work. While a few agreed rules might be useful, they can slow flow down. Flow is all about attitude.
